Feasibility Study Release

The West Perry School Board is committed to ensuring that every student learns in facilities that are safe, modern, and conducive to success—while maintaining responsible stewardship of taxpayer resources.
 
To better understand the condition of our buildings, the Board first requested an internal review and a five-year facilities plan. That review identified approximately $12.8 million in major repairs needed over the next five years. Addressing those repairs would require tax increases of about 5% each year for nine years, or 3.65% per year for thirteen years, just to cover the estimated costs. These projections do not include inflation or potential additional deficiencies that could emerge during that period.
 
Recognizing that a piecemeal approach would be unsustainable and would not provide stability in tax increases, the Board and Administration decided to take a comprehensive, long-term view. We engaged independent experts to evaluate all district facilities and develop a Feasibility Study outlining several options for addressing our infrastructure needs.
 
The study identified four possible pathways. After careful consideration and community feedback, the Board has narrowed the focus to two options:

  1. Option 1: Complete repairs and renovations of all existing buildings
  2. Option 4: Invest in new construction through campus consolidation
Both options represent significant, long-term commitments that require thoughtful community discussion and input.
 
Under Pennsylvania law, feasibility studies are typically exempt from public release until after a School Board votes to proceed with a specific construction plan. This provision was reaffirmed by the PA Office of Open Records in a response to a claim (https://www.openrecords.pa.gov/Appeals/DocketSheet.cfm?docket=20252341). However, transparency is a core value of this Board. That’s why we are choosing to release the Feasibility Study now—well before any vote—so that all community members can review the findings, understand the challenges, and engage in informed dialogue about the best path forward for our district.
 
Together, we can ensure that West Perry students have safe, appropriate learning spaces, setting the district up for the future, while maintaining long-term financial stability and accountability to our taxpayers.
